Richard Balcombe was born in Swansea Tasmania on the 30 January 1869, to Thomas Balcombe and Sarah Elizabeth (nee Simms) Rooney. The eldest of thirteen children. He married Mary Susannah Hansen in Albury in 1891. They had nine children. Richard Jnr their eldest child was killed in WW1 in 1918.
